Pasadena has its own rent stabilization framework
Measure H, adopted in December 2022, established rent stabilization and tenant protections in the Pasadena city charter, administered through a Pasadena Rental Housing Board. The city has stated that coverage extends to multi-unit rental properties constructed before February 1, 1995, with a base rent date tied to May 17, 2021, and that a rental registry applies — including a requirement for a new owner to register within 30 days of acquisition.
Two practical consequences. First, the acquisition clock matters: registration is an early obligation, not a year-one housekeeping item. Second, the Rental Housing Fee associated with the program is not, per the city, passable through to residents. We confirm current coverage, registration status, and fee treatment with the City of Pasadena for every property we take on.

- Registration status and the registry record for each unit — this is the item most likely to be out of order on a recently acquired building.
- Base rent documentation. Under a framework with a fixed base date, the rent you may charge is a function of what you can evidence, which makes rent-history records a compliance asset.
