Encino is a Los Angeles neighborhood with no independent municipal government. Rent stabilization, just cause protections, inspection, and registration are City of Los Angeles matters administered by the Los Angeles Housing Department.

The Encino apartment corridor includes a good deal of pre-October-1978 stock likely to be RSO-covered, alongside 1980s and later buildings that generally are not — but which LAHD states fall under the City’s Just Cause Eviction Protections Ordinance instead. Because the mix is genuinely split here, per-parcel verification on ZIMAS matters more than a rule of thumb.
